Four Questions Most CIOs Cannot Answer Today
Agent sprawl is the new shadow IT. Teams build agents in whatever framework they like, and each one calls systems of record the same way applications do. Without a control plane, nobody can say:
What agents do we have?
Who is each one acting for?
What is each one allowed to touch?
Is each one still behaving the way it did when we approved it?
WSO2 API Manager brought order to API sprawl a decade ago. Agent Manager does the same for agents, and it does it on the gateway and identity foundation many enterprises already own.
The Open Enterprise Control Plane for AI Agents
WSO2 Agent Manager is the system of record and control plane for every agent in the enterprise, whatever framework or model built it. Governance is kept separate from agent logic, so the same controls apply when the model or framework changes.
Agent identity
Every agent gets its own verifiable identity, with delegation, role-based access, and token exchange built in.
Guardrails and gateways
More than 40 built-in guardrails enforce policy at the organization, agent, MCP, and LLM levels, mapped to the OWASP Top 10.
Monitoring and evaluations
End-to-end OpenTelemetry tracing, with 24 built-in evaluations plus custom ones, so drift is detected rather than discovered.
Lifecycle management
Suspend, version, and sandbox every agent. A single click suspends any agent in production.
Federated management
Manage agents running elsewhere or within the platform from one inventory, which removes shadow agents.
Any framework
Govern agents built with LangChain, CrewAI, AWS Strands, Microsoft Agent Framework, or in-house code.
Capabilities as described by WSO2. Agent Manager deploys self-hosted on premises, in private cloud, on bare metal, or air-gapped, and as a managed SaaS. WSO2 is listed among notable vendors in Forrester's Agent Control Plane Solution Landscape, Q2 2026.
The Control Plane Enforces. Someone Still Has to Decide.
No control plane decides what an agent is for, how much its mistakes cost, or which tasks belong to code, a model, or a person. Duczer East runs every Agent Manager engagement through five steps that make those decisions explicit, and each step produces its artifacts as a condition of moving on. Those artifacts are the audit record. There is no separate compliance workstream.
Ground
What is this agent for, and what happens if it is wrong?
Define the intent in business language, classify the consequence of each action, map the regulatory regimes, and set the evaluation thresholds before anything is built.
Evaluation thresholds become Agent Manager evaluations. Consequence classification decides which guardrails apply at the organization level and which are tightened per agent.
Rail
Can the agent reach anything it should not?
Build the boundary before the behavior. A gateway in front of every system of record from day one, agent identity and scopes designed, and every tool traced to a catalog entry and an owner.
AI Gateway, Agent ID, and governed MCP and API access. A WSO2 customer already has a head start here, because the gateway and identity layers are in place.
Our AI gateway practiceOrchestrate
What is trusted to do each task: code, a model, or a person?
Decompose the intent into tasks and record a trust allocation for each one. Deterministic unless inference earns its place. Hard-to-reverse actions are human-adjudicated by design.
Scopes, delegation, and guardrails enforce the allocation. Human approval steps run through the workflow tools the client already owns.
Verify
Does it meet the thresholds, and can we prove it?
Evaluate against the thresholds set in Ground, run the adversarial suite (prompt injection, tool poisoning, confused deputy, scope creep), and confirm that lineage is queryable, not just logged.
Built-in and custom evaluations, OpenTelemetry traces, and sandboxed execution supply the evidence. We assemble it into the pack an auditor can read.
Evolve
Is it still behaving the way we approved?
Standing production discipline: monitoring, evaluation-gated promotion, and a re-entry rule so any change goes back through the step it affects.
Versioning, staged lifecycle, one-click suspension, and continuous evaluation make the discipline operational instead of procedural.
Trust allocation
Every task carries a recorded decision about what performs it: deterministic code, constrained inference, verified inference, or a person. Rigor scales with consequence, so a read-only assistant and a payment-initiating agent do not get the same paperwork.
Semantic intelligence
An agent with perfect governance acting on data it does not understand still makes the wrong decision. Our ontology and knowledge graph work gives agents the business meaning of the data behind every tool they call.
The Two-Week Readiness Review
Interest in agents turns into a defined, fundable first use case, with the data gaps and governance decisions named before anyone writes a line of agent code.

Data readiness
Are the systems of record current and trusted enough for an agent to act on? Where is the semantic layer missing?

WSO2 Agent Manager, Answered
What is WSO2 Agent Manager?
WSO2 Agent Manager is an enterprise control plane for AI agents. It gives every agent a verifiable identity, applies guardrails at the organization, agent, MCP, and LLM levels, traces agent behavior with OpenTelemetry, evaluates agents continuously, and manages their lifecycle, including one-click suspension. It can govern agents built in any framework, whether they run inside the platform or elsewhere.
How does Agent Manager relate to WSO2 API Manager and Identity Server?
Agent Manager extends the role WSO2 already plays as the enterprise control layer. The AI Gateway is the API gateway extended to models, MCP servers, and prompts. Agent ID extends Identity Server so agents are first-class identities. Agents call the same systems of record that applications do, so an organization running WSO2 API Manager already owns the front door that Agent Manager governs.
Is WSO2 AI Gateway the same as Agent Manager?
No. The AI Gateway is the enforcement point on the traffic path. It governs every call an agent makes to a model, an MCP server, or an API. Agent Manager is the control plane above it: the inventory, identity, lifecycle, evaluation, and suspension of the agents themselves. Agent Manager uses the AI Gateway to enforce its policies, and the gateway can also be deployed on its own.
What does a control plane not decide?
A control plane enforces policy. It does not decide what an agent is for, how consequential its actions are, which tasks should be handled by deterministic code rather than a model, or when a person must approve. Those decisions are the governance work, and Duczer East makes them with the client before the controls are configured.
Can Agent Manager run in a regulated, air-gapped environment?
Yes. WSO2 offers Agent Manager self-hosted on premises, in private cloud, or on bare metal, including air-gapped deployments, as well as a managed SaaS option. WSO2 describes self-hosting as the best fit for highly regulated industries, which is where Duczer East works.
How does Duczer East start an Agent Manager engagement?
With a two-week readiness review. It assesses data readiness, identifies the first use case, classifies its consequence, and produces a scoped plan for the first governed agent in production. For organizations already running WSO2, it also maps the existing API and identity estate to the Agent Manager rollout.
Does Duczer East support Agent Manager after go-live?
Yes. Our WSO2 support and managed services cover production incidents, upgrades, and CVE patching across the WSO2 platform, and the Evolve discipline keeps evaluation-gated promotion and monitoring in place after the first agent ships.
